The engine apparently has a bug with tracking unique characters. If they don't have a designated place to be, there's a chance that they'll get randomly assigned to a place when a save is loaded. I wouldn't have supported the legion on principle because they're a proselytizing, slaving, cult-wasteland religious group, but I didn't know that then. Maybe these people were truly wicked Sodom and Gomorrah types and it was powder gangers on the cruicifixes. He demonstrates what is called the ‘Thousand Yard Stare’, which is known to occur during an acute stress reaction, and describes the unfocussed gaze of a warrior.
