Description

There is hereby created the state lottery commission consisting of nine members appointed by the governor with the advice and consent of the senate. The director shall keep a record of all commission proceedings and shall keep the commission's records, files, and documents at the commission's principal office. The director may also appoint necessary professional, technical, and clerical assistants. Chapter 124. of the Revised Code. Regional and assistant regional managers, sales representatives, and any lottery executive account representatives shall remain in the unclassified service. These rules may authorize the sale of lottery tickets by commission personnel or other licensed individuals from traveling show wagons at the state fair, and at any other expositions the director of the commission considers acceptable. No action taken by the commission shall be binding unless at least five of the members present vote in favor of the action. Revised Code and, when it is considered necessary, may revoke or suspend the license of any lottery sales agent. The director may license video lottery technology providers, independent testing laboratories, and gaming employees, and promulgate rules relating thereto. The director shall make available at the request of the commission all documents, files, and other records pertaining to the operation and administration of the lottery. Chapter 119. of the Revised Code, the director may impose penalties for the failure of a sales agent to transfer funds to the commission in a timely manner.
